The victim agreed to help Falmaali to relocate her from the Boynuyogun refugee camp in Markez District, Hatay Province, Antakya, Turkey, to Canada on December 22, 2022.
In email Falmaali says, kizilay turkish red crescent director “she can help you to get me out from this bad camp to you in your country if you can write to her Now on her Email. { mehtapbaykal@yahoo.com } and her name is Officer Mrs Mehtap BAYKAL and this is her private email and is the best to talk with her directly and she work in the Office for the kizilay turkish red crescent Relocation unit of refugee here in the camp and other camps here in turkey refugees and she is a very busy women with so meany family that are to live this camp from her office unit.”
When the victim noticed a yahoo.com email address, not a corporate Red Crescent email, he immediately doubted it was a scam. The victim contacted International Federation of Red Cross and Red Crescent Societies. IFRC wrote back to the victim, “On behalf of the Office of Internal Audit and Investigations (OIAI) of the IFRC, we thank you for your email.
We wish you to inform you that we could not find employment with Mehtap Baykal and believe this person might be fraudulently impersonating the IFRC. We encourage you not to donate or respond to the person.
We would kindly ask that you send any further information you have received or receive in the future (e.g. bank details, email address, phone numbers, etc.) to speakup@ifrc.integrityline.org so that we can look into the matter.” See IFRC complete email here.
When the victim confronted the Turkish Red Crescent Director, Mrs Mehtap BAYKAL, with the IFRC verification, she forwarded the victim kizilay Turkish Red Crescent executives list. She challenged the victim to call the Turkish Red Crescent office phone line, visit the Kizilay website and visit the refugee camp to verify her identity as a genuine Turkish Red Crescent Officer.
The victim verified the Kizilay website and phone number. After some Googling, the victim found her name as the Turkish Red Cresent Communications Director, Mrs Mehtap BAYKAL. Then, the victim asked why she was not using the corporate email? Mrs Mehtap BAYKAL provided the excuse of not having the IT infrastructure in a refugee camp. It sounded logical to the victim, and the victim ignored the IFRC warning and continued the communication.
The victim then agreed via email with the Turkish Red Crescent Society Director, Mrs Mehtap BAYKAL, to relocate Falmaali H. (name changed to protect refugee identity) from the refugee camp to Canada to his family. The agreed amount for the relocation was USD $2,480. See the evidence. Per the agreement, the victim paid the Turkish Red Crescent Society Director, Mrs Mehtap BAYKAL, USD 2,480, see the evidence. Later, Mrs Mehtap BAYKAL asked for USD 1600, see the evidence for the resettlement visa, USD 300 for clothing, and again USD 430 for the visa fee. On July 10, 2023, Mrs Mehtap BAYKAL informed the victim that the Canadian visa for Falmaali was approved. When the victim contacted the Canadian embassy, no visas were issued to Falmaali H. On July 17, Mrs Mehtap BAYKAL asked for CAD 5,000 for travel allowance, see evidence. On July 21, when the victim asked for proof before paying, the Turkish Red Crescent Society Director, Mrs Mehtap BAYKAL, warned that failure to pay USD 5,000 would force Falmaali return to the refugee camp or deportation to Syria or sent back to the camp. The victim must meet with the funds by Tuesday, July 25, see evidence.

To get justice the victim hired a Turkish lawyer. Lawyer Mr. Arihan reported the matter to the Turkish Red Crescent CEO Dr. Ibrahim Altan and President Prof. Dr. Fatma Meriç Yılmaz.
The top executives of the Turkish Red Crescent CEO and the President declined a phone call with the attorney. Since the first week of August 2023, The Turkish Red Crescent Society’s CEO and the President have yet to agree to meet the attorney to review the evidence and discuss the matter. Instead, they informed the perpetrator about the complaint.
Kizilay Turkish Red Crescent President and CEO’s unwillingness to help is surprising and questionable. The victim then reported the matter to the International Federation of Red Cross and Red Crescent Societies. The IFRC has responded immediately and is taking necessary action. The Turkish Red Crescent Director, Mrs Mehtap BAYKAL, romance scam mastermind, preemptively registered a false police case that someone else was using her name to scam others. Based on this, she feels safe because the police know she has registered a case and is out of police watch. Mrs BAYKAL challenges no one can do anything to her. She claims she is powerful because she gives kickbacks to the Kizilay executives. Hence, she has the Kizilay executives to back her up, and she is untouchable.

The victim tried to reach out to the Turkish Red Crescent to resolve this matter to help them stop the illegal work by one of their directors. Unfortunately, the Turkish Red Crescent executives did not even respond to the victim’s attorney’s phone calls or emails to review the evidence.
The perpetrator now claims she will have the victim arrested. Kizilay is behind her; she had preemptively filed a police case, and they are initiating a criminal case. I welcome any initiative by Kizilay. Mrs BAYKAL can run but can’t hide from the law. I hope Turkish law enforcement authorities will investigate the case and provide justice.
Here is the most tragic part. The only organisation that responded with integrity was the International Federation of Red Cross and Red Crescent Societies. Neither Turk Kizilay nor any other UN organisation responded.
The victims sincerely appreciate the tremendous humanitarian work UNHCR is doing by managing close to 4 million refugees in Turkey with a limited budget. Hence, if 1,000 refugees are smuggled, they may be unable to stop it. But when a smuggler is reported with concrete evidence, at least they could initiate a police complaint. Let the law enforcement agencies deal with it. Why silence? Is Mrs Mehtap BAYKAL correct in saying she gives kickbacks and no one can do anything to her?
